Do other asians use plastic bags for garbage bags?

I know filipinos do this, but i wanted to know if asians (other then filipinos) use the plastic bags from grocery stores, and use them for garbage bags. Like, do the Chinese, Japanese, Korean, etc. Do they do this too? And why do asians do this?
