How can i calm down my Siamese kitten?

I found this adorable kitten, he is a Siamese.He is about 2 months now.But the problem is he is extremely hyper, he scratches everything, and runs around every where.He has a playmate so i don't know why he is acting like this. If i were to get him fixed would this calm him down?my mom says if e doesn't straighten up before my new baby brother is born i have to get rid of him, please help i don't to lose him, i already love this cat.
